What is Delphi? Developed in 1950s as a way to utilize the opinions of experts to forecast future events. In short, it's a method for gathering and refining expert opinions in order to obtain consensus about some aspect of the present or future. It is an iterative process of opinion seeking and refinement. Here is what we are calling Modified Delphi Approach. Each of the 4 items are wrapped in iterations of voice.
Context: every org has a backbone - drives way of being/lifestyle - plans / classroom routines, etc. When we look at strategic plan, everything circles back around. decision making, budgeting, etc. all come back. When looking at a whole, decide what’s driving it.
Data & information: Already have many data points. Reports from different bodies, accreditation, examination data, school board reports, state reporting. Need to take close inventory of what we already have. Don’t want eval to be an additional component. Need to ask what is being collected and how can we incorporate that into the evaluation.
Alignment: Of what’s driving us (backbone/context), what feeds what is already aligned. Of what we’re aspiring to, what are we already collected? Where are the gaps in information and how can we collect them.
Reduce and Target: Need to examine all the aligned data and determine which data points are most representative of the current realities you are trying to evaluate. Need to differentiate between volume of data and quality of data.
Iterations of voice: All done in the context of a community. The worst thing would be to have things happen in private and then dictated out. Need to be open and transparent. Involved feedback along the way. Diverse voices and diverse perspectives. Delphi allowed us to bring many stakeholders into the comprehensive evaluation process.
Once key indicators were identified through the Delphi process, an informational graphic was developed for sharing with stakeholder groups, staff and administration. You can click on the here to see a larger version.
During years 2-5 of the strategic planing cycle, this info graphic, along with a written report, was given to Delphi group members and key stakeholders for review. Their feedback helped to refine how the data was presented to the school district and community.
District senior leadership used the strategic plan data to work with building principals to develop a 'heat map summary' document. In this document, principals identified the data points they wanted to work on for each school year, and compared their building to the district data. Each semester, district leadership met with principals and had a data informed conversation about their progress.
